[Photonicat2] Wi-Fi client detection Fails with Onboard WiFi Disabled

Device model: Photonicat2 + RM520N-GL + QCNFA765
Firmware: R26.04.1 / r7720 (latest)

Issue description:
I use the "Enable No WiFi Client Auto-Shutdown" option to save power.
When Onboard WiFi is disabled (also to reduce power consumption) and only the PCIe WiFi (QCNFA765) is active, the Wi-Fi client detection algorithm works incorrectly. The dashboard shows "Wi-Fi Clients: 0" even though I am connected via WiFi through QCNFA765, and the device shuts down due to the No WiFi Client Auto-Shutdown timer.

Steps to reproduce:
Enable "No WiFi Client Auto-Shutdown" with a 10-minute timer
Disable Onboard WiFi. Save. Reboot
Connect to PCIe WiFi (QCNFA765)
Check "Wi-Fi Clients" on the Dashboard and the idle timer in "Startup & Shutdown Policy" tab

Expected behavior:
Wi-Fi client count should correctly reflect clients connected via QCNFA765 (even when Onboard Wifi disabled), and the auto-shutdown timer should not trigger while clients are connected.
Actual behavior:
Wi-Fi Clients shows 0, and the device auto-shuts down despite an active connected client.
